Copy of the medical certificate, signed by the two above-named doctors and by the ship's surgeon is also enclosed.
Inasmuch as the prohibition in question inflicts a serious loss on the Company, I venture to request Your Excellency to cause the enclosed medical certificate to be referred to the Health Department, in order that it should be established without question whether the immigrants are really suffering from trachoma, and whether the prohibition is not of an unnecessarily drastic character.
The British Consul at Salina Cruz has telegraphed to me today that of two steamers chartered by the Chinese Commercial Steamship Company, no fewer than 700 have been rejected by the port doctor. The Steam-r "Suisang"
